Evelyn H. deFrees

E. deFrees Consulting provides policy, planning, and facilitation services for mission-based organizations, coalitions and teams. In operation since 2001, Evelyn’s practice also offers legislative advocacy planning, communications strategy, project management and interim leadership support. Evelyn deFrees was Director of External Affairs at the Maine Department of Labor in the Mills Administration during 2019 and 2020 where she developed and directed legislative and communications programs, supervised staff, and represented the Department in cross-agency initiatives including the Maine Climate Council. From 2009-2011, Evelyn was Communications Director of the Maine Public Utilities Commission.

Evelyn was Legislative Director at the Natural Resources Council of Maine—a statewide environmental advocacy organization—from 1991 to 2001. For over six years she worked in the publishing sector in New York City, five of them in various posts at Penguin Books USA.  She graduated from Brown University with a degree in Comparative Literature. Evelyn grew up in western Maine and now lives with her family in the mid-coast town of Searsmont.
